В интервью местному телевидению Варданян поведал о том, с какой неприязнью его встретила местная элита.
Baku/27.02.23/Turan: After February 23, when Ruben Vardanian left his office in Khankendi with the portrait of the terrorist Melkonian on the wall, startling revelations began to be published in the Armenian-populated part of Karabakh.
Thus, in an interview with local television, Vardanian recounted the hostility with which he was greeted by the local elite. "One of the ministers discussed it among his friends. Clearly an outsider, with his own ambitions and rules. Of course, the quiet life of many has been disrupted. We introduced a new style of work, new rules everywhere. Indeed, we have 'cut off the oxygen' to a lot of people who were receiving very large funding," Vardanian said.
"When I said that it was impossible to solve these issues as before, it caused great displeasure. And we cut off financial flows to so many people that they are now just drinking every night for joy that I was fired," Vardanian said.
According to him, there were "ministers" who did not come to work, minding their own personal business.
A public view of Vardanyan's four-month activity was given in his blog by a taxi driver from Khankendi, David Stepanyan. Especially important for comprehension of the events is the part of his post about the cause of the conflict on the Lachin road.
Stepanyan writes:
- The arrival of the Russian billionaire Ruben Vardanyan made many people happy. Our government also pinned great hopes on him, Arayik Harutyunyan has a million promises to the people and ... he thought that it would be great if Ruben Vardanyan paid at least part of the population's debts with the help of his billions.
For the sake of this, it was worth taking the risk of disrupting the negotiations and the expected blockade by Azerbaijan. The second part of the plan was successful, the blockade took place and this caused a wave of negativity towards Azerbaijan with the decision of the international court to open the Lachin corridor for people.
Stepanyan explains: the appointment of Vardanyan gave the Armenians of Karabakh hope that they would not become cranes, that is, they would not fly far away to live in foreign countries.
Further, the blogger writes: “Yes, the Karabakh Armenians again had to suffer a little, they were left without a new year, without fruits and vegetables, without coffee and cigarettes, but when it was easy for them, but with the help of Vardanyan’s money and the expected help from the diaspora, they could rectify the situation in Karabakh.
However, Ruben Vardanyan took a different path, he made an audit of all the money allocated from the budget and saw the real scale of the expenses of the elite. He did not give his money, he decided that there was money in the budget, but it was necessary to spend it wisely, and not write off and cash out.
To understand what we are talking about, I will cite the news as an example: the amount of 26 million drams was allocated for stationery in the Security Council, the Security Council did not receive any stationery, they simply signed a piece of paper and cashed out money from the budget through the store.
Ruben Vardanyan also did not distribute money to the people, for example, declining to pay for electricity and gas of the residents.
It turned out that keeping him as a state minister for Harutyunyan no longer made sense; it threatened to conflict with his entourage, if indeed Ruben Vardanyan cut off the oxygen for illegal enrichment, and did not add the votes of the people, "the blogger from Khankendi explained the reason for the failure of Vardanyan's mission.-0-
