The Law on Media to clarify the regulation of broadcasting platforms
Baku/24.12.21/Turan: Media rights expert Alesker Mammadli was invited to the Parliament on December 23 to discuss the draft Law on Media.
The meeting became the continuation of the December 22 discussions at the Media Development Agency with the participation of independent journalists and experts.
In the Parliament, Mamedli discussed the draft Law with Ali Huseynli, the deputy speaker and head of the Parliamentary Committee on Legal Policy, and Ahmed Ismailov, head of the Media Development Agency. Mammadli wrote about it on his Facebook page.
On some issues there is a convergence of positions, on others - partially, and some issues remain open.Thus, a consensus was reached on Article 30.2 which provides for licensing of broadcasting platforms.
It was decided to clarify it. In the new wording only those platforms that would like to use the services of the satellite broadcasters' operator would be subject to licensing.
During the discussions, Mammadli also pointed out the unacceptability of the provisions of Chapter 7 called "Activities of Journalists".
In particular, the introduction of a single journalist card is unacceptable, because "it should be regulated by the accreditation card.
The card should not provide for any privileges and should be accessible to all journalists in order to obtain publicly available information.
There should not be any additional conditions for journalistic activities - length of service, absence of criminal record, etc. "Our opinions did not coincide in this direction, especially with Akhmed Ismailov. Some problems raised by me regarding legislative technique were met positively, and it was noted that the necessary amendments will be made in the draft law," Mammadli noted.
The discussion was not over. Mammadli was asked to submit other proposals in writing.
The draft Law on Media affects every member of society, so the government should not decide in a commanding way on the regulation in this sphere.
The points that create problems for the media should be carefully analyzed and a consensus should be reached before the document is adopted by the Parliament together with the expert community.
