What will the new decision on gas meters change?
In Azerbaijan, the issue of verifying meters has sparked discussions in the legislative body, as revealed by Member of the Milli Majlis, Vahid Ahmadov, in an interview with Radio Azadlig. Ahmadov advocates for an independent organization, such as the Metrology Institute, to carry out the verification and testing of meters, instead of relying solely on the supplier.
According to Ahmadov, entrusting the Metrology Institute with this responsibility can alleviate public complaints and ensure transparency. The Institute's meticulous process of checking and certifying meters, he believes, will eliminate doubts and ensure proper functioning of these devices.
However, economist Mammad Talibli points out a potential conflict of interests in the existing structure where two organizations, one being an executive body and the other a controlling entity, operate under the same logo. He suggests that separating these institutions and avoiding any connections that may cause conflicts of interest is crucial for achieving transparency and accountability.
Talibli emphasizes that transparency can be better achieved by having civil society and media representatives involved in decision-making processes, particularly in bodies like the Supervisory Board. Currently, some government officials are serving in these boards, leading to concerns about objectivity and transparency.
The economist calls for institutional mechanisms that prevent conflicts of interest and promote impartiality. He highlights the need for governmental agencies to avoid situations where they are simultaneously responsible for management and control, advocating for an objective and independent decision-making process.
In summary, the issue of meter verification in Azerbaijan has raised debates about the necessity of an independent organization like the Metrology Institute and the importance of avoiding conflicts of interest within governmental bodies to achieve transparency and accountability.
