Baku/05.05.21/Turan: Turan news agency received a response from the Ministry of Agriculture (dated April 28) to an information request dated April 12. The answer was delayed and in violation of the law. The law "On freedom of access to information” provides for a response within 24 or 48 hours, or at least 7 days. The agency asked for information on the presence and absence of the State Program for the Development of Livestock Breeding and Rational Use of Pastures in Azerbaijan for 2019-2023.
The essence of the question is as follows: On February 10 of this year, information was published on the website of the Ministry of Agriculture: an online meeting on the topic “Development of livestock farming in Azerbaijan and the challenges ahead” was held. It was noted that the implementation of the "State program for the development of livestock and the rational use of pastures and pasture lands in the Republic of Azerbaijan for 2019-2023" had good results.
An expert in the field of agriculture Vahid Maharramov got acquainted with the program on the website of the Ministry of Agriculture and criticized it. After that, the Ministry of Agriculture removed the program from the site.
Then an ordered campaign of denigrating Maharramov and Turan agency has been launched in the media. On March 11, an ordered article appeared signed by Murvat Hasanli appeared on the websites AzPolitika.info, musavat.com, cia.az, bia.az. The article stated that there was no such state program at all. Maharramov and Turan agency were blamed for lying and other sins.
The response of the Ministry of Agriculture on April 28 said, "Your request addressed to the Ministry of Agriculture was considered on the merits. We inform you that the draft of the “State Program for the Development of Livestock and Rational Use of Pastures in Azerbaijan for 2019-2023” was prepared by the Ministry of Agriculture, and a public discussion with the participation of representatives of the Ministry, executive structures and entrepreneurs was held. The proposals made during the discussions were taken into account in the draft.
The relevant provisions of the draft document will be integrated into the relevant political document on the development of the agrarian sector, as a continuation of the "Strategic roadmap for the production and processing of agricultural products in Azerbaijan."
However, the Ministry of Agriculture did not answer why the program disappeared from the site and whether Vahid Maharramov's remarks, which officials of the Ministry of Agriculture, as we know, study under a magnifying glass, were taken into account.
