Who Will Be New Minister of National Security?

The chair of the head of the Ministry of National Security (MNS) remains vacant after the sudden dismissal of Eldar Mahmudov yesterday. The absence of a decree on the appointment of the new MNS chief presumes that the decision of the head of state about Mahmudov's dismissal was dictated by some urgent reasons.
Informed sources say that on 17 October morning the presidential administration discussed something very important for half a day and the head of the country's leading law enforcement agencies had a meeting there.
Apparently, the fate of Mahmudov was decided there. With regard to the nature of the event, it can be considered as a result of some argument at the top.

According to some reports, it will be soon followed by a number of other high-profile resignations.
Anyway, on Sunday something unusual happened around the MNS. So the main entrance to the agency was disclosed on plowing, and on duty at the entrance were several cars with numbers of other departments. Several people resembling investigators with folders and portfolios were constantly on duty at the entrance. All this created the impression that inside the building there was a check or a seizure of documents.
Official confirmation that Mahmudov or anyone else was arrested has not been received and on the contrary was refuted.

With regard to the successor of Mahmudov, there seems to be no apparent candidate. Given that the country's leadership has expressed distrust to Mahmudov, none of his deputies will be nominated to the post of minister.
Among the candidates the names of the Generals Ramil Usubov, Maharram Aliyev and Vahid Aliyev are called. The latter two are among the advisers to the President, and Usubov remains one of the trustees and the owner of a lot of experience and information on the situation and plots in the top management.
However, in a professional sense, none of these persons is suitable for the post of head of the National Security Ministry, because they are not career security officers, including Vahid Aliyev, who was head of the National Security Ministry of Nakhchivan.

Among the Generals it is difficult to name a professional suitable for the position. Perhaps only one person can be considered as professional applicant here - the Deputy Chief of the Border Service Farhad Taghizadeh.
Coming from the KGB, Taghizadeh at the time left the security agencies, leaving an opinion of himself as a capable professional. However, this general is not a member of the powerful Nakhchivan clan and has no family relationship with senior management. Therefore, his professional quality can not play a decisive role here.
It is possible that the situation of 2004 is repeated here. Then a retired colonel of OBKHSS (Soviet MIA Economic Crimes Department) led the MNS in a completely unreasonable way and became a general a day after that. -02B-
