Baku/23.12.22/Turan: A plenipotentiary representation of the President of the country has been established in the Nakhchivan Autonomous Republic (NAR). Fuad Najafli has been appointed Plenipotentiary Representative of the President of the country to the NAR. The corresponding Decree was signed by President Ilham Aliyev on December 22. Previously, Fuad Najafli was the Growth Manager of Sumqayıt Texnologiyalar Parkı LLC MMC (Sumgayit Technology Park LLC (STP)); he also worked at Pasha Holding. A 47-year-old Fuad Najafli is from the village of Kolani in the Shahbuz region of the Nakhchivan Autonomous Republic.
Prior to this, the chair of the Supreme Majlis of the NAR was Vasif Talibov, who was nicknamed "Khan of Nakhchivan" for the odious rule of autonomy. He resigned from his position on 21 December.
Also, the Minister of Culture Anar Karimov was dismissed the day before. In this regard, the President signed the Order. By another order of the President, Adil Gabil oglu Karimli was relieved of the post of First Deputy Director of the Heydar Aliyev Center and appointed First Deputy Minister of Culture. Along with this, until the appointment of the Minister of Culture, the First Assistant to the Minister of Culture Adil Karimli will perform these duties.

According to him, to understand why it was decided to get rid of Vasif Talibov right now, one should consider the chronology of events.
“First, the State Security Service (SSS) of the NAR was abolished and the Nakhchivan Main Directorate of the SSS of the Republic of Azerbaijan was created on its basis. This move is evidence that there are some plans to reform the management system of the NAR.
Following this, the State Customs Committee of the NAR was also abolished, and the customs structure was subordinated to the State Customs Committee of Azerbaijan,” the expert recalled.
This is important as far as these two structures were the pillars of the regime created in Nakhchivan.
“The State Customs Committee of the NAR was the main source of income. After this reformatting, arrests began in the leadership of the Nakhchivan customs, the Minister of Finance, the chair of the Committee for Urban Planning and Architecture were also arrested, facts of corruption in the amount of AZN 500 million were officially announced.”
According to Jafarli, these corrupt actions could not have taken place without Vasif Talibov's sanction.
"Therefore, it was obvious that the security forces were getting close to Vasif Talibov to solve this problem," the economist said, adding that the "khan" had little choice - "either to resist, or to reconcile and accept the proposed conditions."
According to Jafarli, Vasif Talibov prudently decided to put up with it. Will Vasif Talibov be prosecuted by the justice authorities in the future or not? This will be determined during the negotiations, the expert suggested.
