FINANCIAL CRISIS STRIKES EDUCATED SPECIALISTS
Overall 3,037 jobs were cut in 2008 and 8,747 in 2009. Overall 89,557 jobs were created in 2008, 75% of them being permanent ones. Overall 54,515 jobs were created in 2009, 50% of them being temporary ones. Overall 31,144 people were engaged through the employment service in 2008 and 28,342 in 2009.
The independent experts analyzed the unemployment, referring to the official reports. It was revealed that mainly educated people lost their jobs. The crisis mainly struck educated middle-aged people in Azerbaijan unlike the developed countries, where the unemployed mainly included less educated young people.
The staff cut mainly regarded processing and extracting industries.
The ERC experts proposed to research the labor market better and to create opportunities of social dialogue between the employers and the employees. They are sure unemployment should be overcome in economic and not administrative ways. E.g. the salary fund"s social allocations and the taxation of salaries and wages should be reduced. The science-requiring areas of industry and infrastructure should be stimulated more to let highly educated people find jobs there. The payment of unemployment benefits should be improved. --17D--
