Has Azerbaijan changed mind to leave the Transparency Initiative?

On Thursday, President Ilham Aliyev received the Chairman of the Board of Extractive Industries Transparency Initiative (EITI) Clare Short. During the meeting, Short said that Azerbaijan is one of the first countries to have joined the Extractive Industries Transparency Initiative, and "showing leadership" in this initiative.

Ilham Aliyev said that the country has achieved great successes in all spheres and noted the importance of participation in the Extractive Industries Transparency Initiative. Then he spoke about the economic success at the expense of oil production, social projects, the construction of infrastructure.

Speaking of falling prices, Aliyev said great achievements in diversifying the economy. Then the sides discussed the prospects of participation of Azerbaijan in the Extractive Industries Transparency Initiative, said in an official statement.

It should be noted that in April this year EITI lowered the status of Azerbaijan in this structure. The decision was taken on April 14-15 at the 29th meeting of EITI in Brazzaville after the discussion of the evaluation report on Azerbaijan. Following the discussions, the board has decided to lower the EITI status to full membership of Azerbaijan on the status of the candidate. Along with this, the Board has decided to prepare an action plan for the next year, after which the status of Azerbaijan can be restored.

However, May 1 at the press conference in Baku  the head of SOFAZ Shahmar Movsumov said that Extractive Industries Transparency Initiative has lost attractiveness for Azerbaijan.

Program Coordinator of EITI in Azerbaijan Movsumov added that he considered the decision to withdraw from the EITI, as this organization "has changed its strategy."

"Earlier the EITI strategy was aimed at ensuring transparency,  now it serves to protect the interests of NGOs," said Movsumov. According to him, Azerbaijan does not intend to change its principles, despite the pressure.

* Initiative EITI, setting standards of transparency in the oil, gas and mining sectors, was launched at the World Summit on the Summit on Sustainable Development in Johannesburg in 2002. It involves the publication of local and foreign companies money paid by  them, and the government -  the received funds. Azerbaijan announced joining the initiative at the first international conference EITI June 17, 2003 in Londone.-03D-
