The Baku City Master Plan, set to unfold until 2040, comes with an estimated implementation cost of 93.6 billion manats, as outlined in the comprehensive presentation of the General Plan. Delving into the intricacies of funding allocation, it is evident that the lion's share of this financial commitment will be shouldered by the state and municipalities.
Three of the four primary spheres identified as requiring substantial capital investments within the Master Plan overlap with activities already incorporated into existing government programs. These critical areas include the enhancement of engineering and communication infrastructure, the fortification of the transport network, and measures aimed at safeguarding and enhancing environmental conditions. Consequently, a considerable portion of the allocated funds is anticipated to be financed by the state or local municipalities.
Breaking down the financial structure, the General Plan delineates that a substantial sum of 60.5 billion manats will be drawn from the state budget, underscoring the pivotal role of government funding in the realization of the Master Plan. Complementing this, the private sector is slated to contribute 33.1 billion manats to various initiatives within the plan.
Noteworthy is the equitable split between the public and private sectors in financing projects related to the construction of renewable energy facilities (RES), amounting to a total of 4 billion 276 million manats. This collaborative effort signifies a strategic partnership to advance sustainable energy initiatives.
Territorial development, a cornerstone of the Master Plan, will see an investment of 47.6 billion manats, with 30.9 billion manats allocated to the private sector and 16.7 billion manats to the public sector. This balanced approach aims to foster comprehensive and inclusive development across Baku.
Engineering and communication infrastructure, crucial for the city's growth, will be bolstered by an allocation of 15.32 billion manats, entirely funded by the state budget. Similarly, transport projects, valued at 16.902 billion manats, will be implemented solely through state treasury funding.
A pivotal facet wherein the state takes full responsibility is environmental restoration and improvement, with a commitment of 9 billion 507 million manats. This underscores the government's dedication to addressing environmental concerns and ensuring the sustainable development of Baku in line with the overarching goals of the Master Plan.—0—
