Passengers on the outskirts of compulsory insurance
Local stakeholders of the Bureau of Compulsory Insurance lag even on a favorite CTP - in January-March, liability insurance car owners to third parties made of 159 933 agreements. This is despite the fact that only in Baku registered 800 thousand cars.
According to the Bureau (http://www.isb.az), only on this item there was collected 11 million 872.58 thousand manats. Even worse is the case with the premiums on property - 21 thousand 356 contracts worth 2.45 million manat. Liability insurance for the owner signed 880 contracts (73.66 million manat), while the individual insurance of passengers is not even remembered.
In January-March, according to the mentioned types of insurance services there were made 182 169 contracts for a total of 14 million 395 thousand 451 manats.
According to the Head of State Insurance Supervision Service of the Ministry of Finance Namik Khalilov, there is no explanation for the fact that insurance companies have forgotten passenger insurance. "In accordance with the current version of the law" On mandatory insurance "contracts are not with each passenger, and the owners of vehicles engaged in international and long-distance transport by air, sea, rail and road. Tariffs for "compulsory insurance of passengers" depend on the availability of transport and the insurance contract is for one year."
However, under the law, there is no difference between the presence and absence of a passenger ticket - in the case of accident insurance receive all affected passengers of the vehicle, which is unfavorable to the insurer, there is no benefit for the insured as well. The amount of the annual fee for each passenger seat is for air transport - 14 manat, for ships - 5 manat, for trains - 3 manat, and for buses and taxis - 6 manat.
On the one hand, under the law, private insurance of passengers in the prescribed manner required, the other - the sum insured for each passenger in a vehicle in an accident - 5 thousand manats, which could "destroy" the owner of transport.
Enforcement of the law "On mandatory insurance" started from December 16, 2011. Passengers will be grateful to the Ministry of Finance if he will develop an effective mechanism for their insurance.
