Statistics on Unemployed Should Be Urgently Made Public - Gubad Ibadoglu.
Baku / 09.07.20 / Turan: “In Azerbaijan, the official statistics of the unemployed has always been distorted. The Ministry of Labor and Social Welfare, which does not make public the number of unemployed registered with the employment authorities, distracts attention with information about the legalization of 110 thousand “shadow” jobs since the beginning of the year. ”
This was stated in an interview with Turan by an expert from the Center for Economic Research Gubad Ibadoglu.
According to him, legalized jobs are assessed as a positive trend in the economy. In fact, the legalization of these jobs occurs for other reasons.
“In April and May, during discussions on compensation for some of the salaries of employees, some employers, wishing to take advantage of this program, began at the initial stage of the pandemic to register their employees in the employment system. However, they could not receive compensation, since the government decided to compensate only part of the workers who were registered before March 1,” he said.
On the other hand, he said, employees who were not officially registered could not register in the electronic permit system. He noted that in order to provide illegal employees with access to work, employers signed labor contracts with them and then registered them in the permit portal. The expert believes that all this helped to legalize hidden employment.
“For at least two of these reasons, there has been a positive trend. But all this was of a short-term nature. In this regard, it is expected that the changes will already be in the opposite direction and the level of illegal employment will return to the pre-pandemic period. That is why the ministry should announce unemployment statistics in a short time, first of all publish statistics on unemployed people registered in April, May and June,” he said. –71B-
