The share of transfers from the Oil Fund again exceeded half of budget revenues
Online Finance (http://maliyye.gov.az/node/1707) published online data on the execution of the state budget of AR in the first quarter of 2014.
Budget revenues amounted to 4 billion 482.7 million (minus 186.9 million compared with the previous year ) , expenses - 374.3 billion 4 million ( minus 140.5 million), with insignificant surplus ( 108.4 against 154.8 million by April 1, 2013 and 644.5 million by April 1, 2012 ) .
Profitable part of more than half (52.26 % compared with last year's 60.83 %) is provided by transfers from the State Oil Fund - 2 billion 342.6 million manat. The share of the Ministry of Taxes is 1762.8 million or 39.3 % against last year's 32.6%. Contribution to the budget of the State Customs Committee is 330.4 million manat (14.1 % as of 1 April 2013). Other income in the treasury of the state amounted to 46.9 million manat.
Government keeps a promise on budget spending for social investment. For social services (funding of sector wages, pensions and social benefits, purchase of medicines and food) there was allocated 29.1% or 1 billion 271.9 million manat all the means. For investment projects in the aggregate it spent 2 billion 188.4 billion manats or slightly more than half of the total spending. The construction of sports, household and socio-cultural sites received 731.3 million manats, land reclamation, transportation, communal infrastructure and industrial facilities received 1 billion 457.1 million manat.
Until April 1, defense was spent 111.5 million manat, culture, arts, sport and information technology together - 12.1 million manat. Staff expenses in courts, prosecutors and law enforcement agencies made up 20.7 million manat, and the Ministry of Health - 17.4 million manat. The costs of the Ministry of Education were 21.4 million and the Ministry of Labor and Social Protection - 7.4 million manat.
As expected specialists, the level of transfer from the oil fund has ceased to grow, but did not fall below half of budget revenues (52.26 %). Still, most of these funds are spent in the reclamation and construction (in these areas the least transparency motion control budget).
The incoming total state budget of Azerbaijan totaled 5,433.3 million and the expenses – 4,965.6 million manats. -17D-
