Two short commercials can cost SACMI payers 114.800 manats
Baku/03.11.22/Turan: On October 28, the State Agency for Compulsory Medical Insurance (SACMI) selected physical entity Ali Alekberov (TIN: 7400377682) to shoot two short commercials aimed at educating the population about compulsory medical insurance. Two short commercials (1-2 minutes each) can cost SACM payers 114.800 manats ($67.500).
Turan News agency tried to find information about the winner of the SACMI tender. However, the search turned out to be fruitless. In this connection, a Turan correspondent appealed to SACMI with a request to provide information on the qualifications of private entrepreneur Ali Maharram oglu Alekberov, registered in one of country's regions.
The response letter of the state agency notes that the open tender for the purchase of services for shooting commercials in order to educate the population about compulsory health insurance ended on October 4.
"In accordance with the Law "On Public Procurement", any resident and non-resident legal or natural person or association of legal entities may participate as a bidder in public procurement procedures, except for cases as set forth in regulatory legal documents. To determine the participants of the tender who have the necessary qualifications to implement the project, the Agency's tender commission applied criteria for determining the qualifications of participants in line with the "set of basic conditions". The commission evaluated the relevant tender proposals. At that, the commission requested documentary evidence confirming the applicants' qualifications in accordance with the criteria as set forth in Article 6.2 of the Law. Proceeding from this, among the applicants, Ali Alekberov was recognized as meeting the conditions, who presented the work experience and professionalism of the film crew on the basis of a statement of consent to participate in this work," the response to the information request says.
Note that the SACMI also reported that after evaluating the tender proposals, the tender commission drew up a final protocol on the results of the tender. The protocol has been submitted to the State Service for Antimonopoly and Consumer Market Control under the Ministry of Economy to adopt a decision on the approval of the winner.
At the same time, the SACMI evaded a specific answer about Ali Alekberov's qualifications, referring to the fact that among the conditions of the competition there was no requirement for vailability of information about the applicant's activities on Internet resources. -08B-
