A criminal investigation into a fire in the Heydar Aliyev Center is passed to court

The Serious Crimes  Investigation Department of the General Prosecutor Office  completed investigation of the criminal case in connection with the fire in  the Heydar Aliyev Center  on 20 July, 2012.

 
A lawsuit was filed  under  the Article 225.2 (violation of fire safety rules, leading to serious consequences)  on the fact of fire in the Heydar Aliyev Center, according to the press release of the  General Prosecutor  Office. 
 
The investigation revealed that while working as an engineer   in the  "Atlas" company, and also supervising the construction of the Heydar Aliyev Center, Umit Kaya Rushen Ihsan oglu and ") Simsek Vedat Halit oglu , the leader of the firm "Treysan" (subcontractor "DİA Holdinq)  were responsible for compliance with fire safety rules. They gave illegal instructions to the welder  of the company "Treysan" Karahan Omer Sheriff Omer oglu on the use of electrical and gas welding machines for assembly works on the roof of the Museum part of the Center.
 
However,  on 20 July, 2012 during welding operations at the site special coatings to protect against sparks were not used. As a result of the sparks hit the waterproof membrane, one of the structural elements in the lowest point of the roof, located under the eaves. As a result of its fire at 10:40 am there was a fire, which led to grave consequences and material damage on a large scale.
Umit Kaya Rushen Ihsan oglu,  Simsek Vedat Halit oglu  and Karahan Omer Sheriff Omer oglu were involved as perpetrators in the case,  and were charged under this Article of the Criminal Code.
The criminal investigation completed on March 15, 2013, and submitted to the  Narimanov District Court.—16D--
