An extraordinary session of the Milli Mejlis
On June 20, the parliament (Milli Majlis) began the first extraordinary session, the agenda of which includes 26 questions. Among them is the change in the law "On State Secrets".
The present wording of Article 21.4.3 provides formal consent of a carrier of secrets for temporary (up to 5 years) restriction of his right to travel abroad and security of person. However, after the modification, restriction of rights comes into force without the formal consent of the carrier.
The draft amendments were introduced Article 21.5-1. According to the current wording of Article 21.5 the body checking appropriateness of admission of a citizen to state secrets is not defined. Now the ban on the investigation in the archives may be imposed by "the prosecutor's office and other state authorities, the relevant executive authorities."
Also defined is the set of reasons for the prohibition of research related to state secrets. According to the new wording of Article 23, the grounds include: the court's decision disabled researchers, a certificate of conviction for crimes against the security and the foundations of the state, and diseases that do not allow work with archival documents.
The rationale for the prohibition also includes permanent residence abroad and "identify actions that could endanger public safety." The last abstract point is the basis for the prohibition of any studies by unreliable individual.
The agenda also includes discussion of amendments to the Civil Code, the Code of Administrative Violations, the Urban Planning codes, as well as to the laws "On Roads", "On State Duty", "On mandatory insurance", "On intelligence and counterintelligence" and other legislative acts.
According to the regulations of the Milli Mejlis, the spring session of Parliament quits May 31. To convene an extraordinary session signatures of two thirds of the deputies have to be collected. -17D-

Negotiations at the 29th session of the UN Framework Convention on Climate Change (UNFCCC) in Baku have been extended until November 24, a source in the UNFCCC Secretariat told the Turan news agency. According to the source, participants aim to finalize and sign the concluding documents by that date.

According to the Turkish newspaper Sabah, officials from the Istanbul Prosecutor's Office's Anti-Smuggling Unit have detained an Azerbaijani citizen with a large shipment of gold. The detention took place near the Vadi İstanbul shopping center in the Sarıyer district, where a taxi was stopped. During the search, 70 kg of gold was found. The Azerbaijani citizen in the vehicle claimed ownership of the cargo and also stated that he was a diplomat. The investigation by the prosecutor's office is ongoing, reports Sabah newspaper. The media outlet does not disclose the name of the "diplomat," only his initials – M.G.Ş. The Azerbaijani Ministry of Foreign Affairs has declined to comment on the situation.

On November 22, Armenian Prime Minister Nikol Pashinyan discussed negotiations with Azerbaijan regarding a peace treaty in an interview with Public TV. In particular, he emphasized that society should move away from certain stereotypes. “We are outraged when we hear the term ‘Western Azerbaijan.’ But we don’t think that when we say ‘Western Armenia,’ it also irritates anyone,” he stated.
