Azerbaijan has presented a plan for the reintegration of Karabakh Armenians
Baku/02.10.23/Turan: Azerbaijan has started practical activities for the reintegration of Armenian residents living in the Karabakh region, the administration of the head of state reported today. Plans of reintegration measures were presented during meetings with representatives of Karabakh Armenians on September 21, 25 and 29 in the cities of Yevlakh and Khojaly.
It was noted that reintegration is carried out within the framework of the territorial integrity and sovereignty of Azerbaijan, on the basis of its Constitution, laws and international obligations of the country. All citizens are guaranteed equal rights and freedoms.
The reintegration action plan consists of several blocks:
In particular, under the section "Legal and administrative sphere", it is noted that management in the territories of Armenian residents is carried out through special representations of the President of Azerbaijan. Local residents can be recruited to work in special missions.
At the same time, in accordance with the legislation of the Republic of Azerbaijan, representative bodies of local residents - municipalities - are formed through elections.
Issues of citizenship of residents are resolved on the basis of appropriate procedures in accordance with the Constitution and legislation of the Republic of Azerbaijan.
According to the section "Security sphere", the process of disarmament and demobilization, the seizure of weapons is assumed.
The internal affairs bodies of Azerbaijan ensure the protection of public order in the territory and the safety of residents. Local residents can be involved in the work of the internal affairs bodies.
In the section "Economic sphere", issues with access to education, healthcare, utilities, communications, etc. are reflected.
A package of incentive measures, including tax and customs benefits, is being introduced.
The national currency of Azerbaijan is fully put into circulation.
Preferential loans, subsidies, access of business entities to finance are provided. Farmers are provided with subsidies, and they are exempt from all taxes except land tax.
Property issues are regulated in accordance with the legislation of the Republic of Azerbaijan.
In the section "Social sphere" it is noted that benefits apply to residents, as well as for the entire population, employment programs are being implemented.
In the section "Sphere of culture, education and religion", residents are guaranteed the right to preserve and develop their culture, ethno-cultural characteristics, freedom of religion, protection of cultural and religious monuments.
The possibility of using the Armenian language is being created.
