Declarations on Income of Presidential Candidates are not available
Baku / 03.04.18 / Turan: The Movement for Democracy and Prosperity appealed to the Central Election Commission with a request to publish declarations on income and property of presidential candidates. The authors of the request refer to the Article 58 of the Electoral Code, which obliges candidates to submit such declarations. In the case of non-response from the CEC, the movement intends to sue him. The movement indicates the lack of information on the incomes and property of candidates on the CEC website.
An attempt to obtain information in the press service of the CEC did not give any results. However, the plenipotentiary representative of the incumbent head of state Ilham Aliyev, deputy chairman of the CEC executive secretary Siyavush Novruzov, said that according to the law applicants should submit to the CEC along with financial documents as well information on incomes and taxes paid and without them they will not be registered.
"These documents are presented and posted on the CEC website. The financial reports of candidates are also published on the CEC website," he said, adding that "anyone who wants can apply and get this information to the CEC." Another presidential candidate Zahid Oruj also said that he submitted the declaration to the CEC. However, the dissemination of this information on electronic media belongs to the competence of the CEC, he believes.
According to Oruj, all the candidates submitted declarations. "Another question is how much this information is available to the public. This is established by law and does not apply to the credentials of candidates. If they address me individually, I am ready to disclose this information," Oruj told Voice of America.
The situation with the concealment of the incomes of presidential candidates is repeated during each election. For many years the provision of the law on the promulgation of documents on property is being violated. According to experts, this is done deliberately, because they have the goal to hide the facts of large-scale corruption.-03B-
