According to observers, the ballots were taken out by Alovsat Rzayev, the head of the Housing Administration of the village of Mardakan.
According to the same source, after the ballots were exported, outsiders voted on them (employees of the Housing Administration).
In the 13th constituency, Turan was answered that they were not aware of such a fact. -0-
