Milli Majlis adopted an Act of amnesty
Baku/05.11.21/Turan: Milli Majlis passed the Amnesty Act on November 5. It was initiated by President Ilham Aliyev on the occasion of the Victory Day on November 8.
Deputy speaker Ali Huseynli said during the discussions that the amnesty would affect 16-17 thousand people, of whom 3 thousand will be released from prison.
According to local human rights defenders, the amnesty will not affect more than 100 political prisoners but only participants of the Second Karabakh war and other military operations to protect the sovereignty of Azerbaijan.
The Amnesty Act will also cover persons who were disabled as a result of the Khojaly genocide, close relatives of those killed or missing in Khojaly; persons deported from Armenia in 1948-1953 and 1988-1989. Note that those having carried out international duty in the Soviet armed forces or engaged in peacekeeping operations in the country's armed forces, as well as relatives of those killed or missing will also be granted amnesty.
The amnesty will also affect the participants of the Second World War, as well as close relatives of the dead or missing.
Persons who were subjected to political repression in the former Soviet Union and subsequently acquitted by decisions of competent authorities, as well as their immediate relatives, will also be granted the amnesty.
The amnesty will also affect the liquidators of the Chernobyl accident and their guardians.
Also, the amnesty will cover other categories of persons, especially those convicted of crimes posing no great public danger.
The amnesty will be executed within 4 months.-0-

Arrested economist Fazil Gasimov has reportedly faced pressure after protesting the interruption of a phone call with his family on November 16. "The phone call was cut off, and Fazil demanded that the connection be restored. Then, Jalal Alizadeh, a detention center officer, along with his colleagues, forcibly removed Fazil from the phone room in the medical unit of the facility, tearing his jacket and dragging him across the floor before throwing him into a cell.
