National anthem and emblem remain unchanged

Baku/16.04.19/Turan: On April 15, the President Ilham Aliyev signed laws on the rules for using the national anthem and coat of arms. Thus, the rules for musical performance, singing and use of the national anthem, as well as the rules for the use of the State Emblem of Azerbaijan are determined.

The rules reflect the requirements of respect for the hymn, copyright, and the location of the emblem, the cases of the obligatory performance of the hymn and the cases of its non-musical performance, singing and perception.

The first decision on the national anthem and emblem was made on January 30, 1920 by the Council of Ministers of the Academy of Sciences. However, the occupation of Azerbaijan by the Red Army in 1920 did not make it possible to adopt the national anthem and emblem. Only 72 years later - in 1992, the Milli Majlis adopted the law "On the National Anthem".

According to the law, "March of Azerbaijan" written by the composer Uzeyir Hajibeyov and poet Ahmed Javad was approved as the national anthem of the Republic of Azerbaijan.

After the creation of the Azerbaijan SSR for a long time, the Constitution did not contain an article on the national anthem. Uzeyir Hajibeyov again became the composer of the anthem of the Azerbaijan SSR adopted in 1945, the words of the hymn belonged to Samad Vurgun and Suleiman Rustam.

The emblem of the Azerbaijan Soviet Socialist Republic was established in 1937, and after the restoration of independence, it lost its power.

The constitutional law "On the State Emblem of the Republic of Azerbaijan" was adopted in 1993. It was an emblem, created in 1919-1920. After some changes, the emblem was approved.

Recently, opinions have been expressed about the need to change the emblem and anthem. In 2018, Farhad Badalbeyli, the rector of the Baku Musical Academy, proposed the integration of minor notes of the hymn into major notes or the replacement of the current hymn with another music by Uzeyir Hajibayov.

In November of the same year, MP Tahir Kerimli proposed reducing the duration of the anthem.

Another MP, Rafael Huseynov, proposed making a change in the text of the anthem.

All these proposals were met unequivocally in society.

It seems that the adoption of laws and regulations on the national anthem and emblem will put an end to discussions on this topic. -0-
