Status of the Tariff Council downgraded
Baku/05.04.22/Turan: On April 5, President Ilham Aliyev issued a decree on changes to the regulation on the Tariff Council. According to them, the Tariff Council (TC) is deprived of the status of an executive body.
In the new version of the Regulations, the TC is a collegial body that regulates prices (tariffs) in areas where state regulation is carried out: payment for services, fees, except for cases established by the president.
The TC will operate on a voluntary basis, and employees of its secretariat will not be considered civil servants. The secretariat will have a seal, stamps and forms without a coat of arms. Due to the abolition of the Ministry of Taxes, the former Deputy Minister of Taxes was excluded from the members of the TC.
The Customs Union was established on December 26, 2005 as a collegial executive body that regulates state-regulated prices (tariffs).
The management of the Customs Union was entrusted to the Minister of Economy.—06B-

In late December, the Nakhchivan Court for Serious Crimes concluded the trial of former Minister of Finance of the Nakhchivan Autonomous Republic (NAR), Rafael Aliyev, and former head of the Nakhchivan Customs Committee’s department, Mansur Askerov. Both were accused of embezzling state budget funds in collusion with others. In his testimony, Askerov revealed that illegal fees were being collected for cargo and from passengers. Sahat Habibbeyli, appointed head of Nakhchivan Customs in 2020, had instructed Askerov to include only a portion of the collected funds in the Transport and International Relations (TIR) program.

The "Republican Alternative" Party (REAL) has proposed a program to reform local governance ahead of the municipal elections on January 29, aiming to expand opportunities for economic activity at the municipal level. The new program has been developed with consideration of the existing economic problems in the country. The government of Azerbaijan seeks to obtain external loans for its projects, the economic feasibility of which raises doubts.
