What is behind the appointment of Novruz Mamedov?
Baku/21.04.18/Turan: Appointment of Novruz Mammadov as prime minister was the best answer for those who expected reforms from power, Jamil Hasanli, chairman of the National Council of Democratic Reforms (NCDF), wrote on his facebook page. He recalled the recent interview of Mammadov to TV journalist Mirshahin, which caused many laughter. In an interview with Turan, Hasanli called Mammadov's appointment "an extremely frivolous step", a confirmation of the decorative nature of the government. This showed all the illusory expectations of reforms.
Member of the Mejlis of REAL Party, Natik Jafarli, believes that the appointment of Mammadov became a compromise in the struggle of the power elite. If we assume that there are two major political elites, then Mammadov can be considered a compromise figure suiting both.
Jafarli considers it probable that Mammadov is a transitional figure before the abolition of the Cabinet. In the new vertical of power, with the strengthening of the institution of the president, the Cabinet looks like an unnecessary structure. Early parliamentary elections and a referendum on the abolition of the Cabinet of Ministers may be held soon. Instead of the government, vice-presidents may appear on branches, Jafarli believes. -06D--
