Yashar Jafarli complains to Barack Obama
The head of the Public Association “Officers in Reserve and Retirement” Yashar Jafarli appealed to U.S. President Barack Obama calling to express attitude to the visit of Azerbaijani Defense Minister Safar Abiyev to the United States.
The appeal states that Abiyev for 19 years has served as defense minister and over the years he has systematically violated the rights of military personnel and their families, signed orders that are contrary to the Constitution and laws of Azerbaijan.
Since 1998, Abiyev issued an illegal order on threefold reduction of the salary of troops in combat zones. As a result, over seven years, thousands of military personnel and their families suffered huge material damage.
Claims of soldiers trying to restore their violated rights are rejected.
The order, signed in 2012 by Abiyev about monetary compensation in return for unused vacation in service is contrary to the requirements of the Constitution and violates the equality of citizens.
Safar Abiyev has long refused to perform about 20 court orders in favor of the military which came into effect.
As defense minister, Safar Abiyev, unlawfully restricted the powers of the Generals, giving ranks to officers and warrant officers, and sometimes gave instructions for the illegal deprivation of Generals of their limited powers.
For several years, Safarov has veeb conducting "crusade" against the press, civil society, and against those who criticize him.
Jafarli expresses surprise at the invitation of Abiyev to the country, "which is considered the cradle of democracy."
The appeal also stated that lieutenant-colonel Safar Abiyev Akhundbala turned to his 63rd years birthday in January 27 this year. According to Azerbaijan Republic legislation, the age limit for “lieutenant-colonels” to be in military service is 63. As it is seen, since January 27, 2013 there is no legal basis for Safar Abiyev to stay in the post of the Minister of Defense. In this respect, negotiations, agreements with him and documents signed by him cannot be considered legitimate. -06D-
