Authorities Speeding up Solution of Issuing Permits for Apartment Buildings
Baku / 19.02.19 / Turan: The President of Azerbaijan signed a decree on simplifying the issuance of permits for the operation of apartment buildings.
As noted in the preamble, in recent years there have been violations of legal requirements or serious deficiencies in documentation, rights and interests of residents have been violated, which made official reception of buildings impossible.
The head of state to protect the interests of residents of apartment buildings, ordered to simplify the procedure for state acceptance of buildings.
The decree defines the rules for issuing permits for the operation of buildings, the construction and installation works of which were fully completed before January 1, 2019.
The Ministry of Emergency Situations has been instructed to submit to the State Committee for Urban Planning and Architecture, or local executive authorities, conclusions on the sustainability of structures of buildings, operational suitability from the point of view of strength, compliance with fire safety, elevator readiness for operation and engineering and communication systems within two months.
Depending on the results of the survey, the State Committee and local authorities must issue operating permits within 7 days and send written notifications to the State Construction Register and the Ministry of Emergency Situations.
If the Emergency Ministry"s check had a negative result, then the findings of the identified deficiencies are sent to the customer (owner) of the facility, and in the absence of those, to the local executive authority. If the defects are repaired within five months, the Ministry of Emergency Situations may re-conduct the examination.
The State Committee for Property Affairs is entrusted with ensuring the issuance of documents on the ownership of apartments in houses of this category within the time limits provided for by law.
Azersu OJSC, Azerishig OJSC and Azerigaz Production Association have been instructed to ensure water supply, sewerage systems, electricity and gas within 1 month after issuing permits for the operation of apartment buildings. This decree will be valid until January 1, 2020. -06D--
