Baku/10.08.22/Turan: Despite official reports on the success of the state in the development of E-government, until today, for the functioning of state structures (specifically "Azeriqaz LLC" and the Ministry of Justice), paper documents must personally be brought there, without which the bureaucratic machine does not work.

This follows from a letter that came to Turan from "Azeriqaz." In response to Turan's request on the complaint of citizen Orhan Aliyev to us, LLC reports that the Sumgayit gas production department has familiarized itself with O. Aliyev's complaint. The department is ready to erase from the database information about the debt of a citizen in the amount of 3,500 manats; however, for this to happen, the citizen has to deliver a decision of the Sumgayit court on the illegality of this debt. No decision of this kind has so far been received from the court to the Department.

Turan reported on a letter to the editor from the tenant of the cafe "Zangezur" in Sumgayit, Orhan Aliyev, who obtained a decision in two courts of Sumgayit on the illegality of fining him 3500 manat by the local Azeriqaz. Despite the decisions of the courts, the debt is not removed from him, which creates problems for his business.

In the main office of "Azeriqaz", we were advised to tell the citizen that he should take a court decision with him and bring it to the legal department of this LLC. Otherwise, the debt will not be liquidated. The most interesting thing is that the last court decision number 2(085)-319/2019, which is not being implemented in "Azeriqaz", was issued in .... 2019.

O.Aliyev could personally take a paper document on a court decision from the structure of the Ministry of Justice to the central office of "Azeriqaz" in Baku, as we were advised in this department, but the businessman believes that in the 21 century the court has technical capabilities and is obliged to send documents to the place of execution itself, without forcing citizens to perform the function of a postman. However, as it turns out, there is no modern electronic document exchange system in digital form between the Ministry of Justice and "Azeriqaz".
