Several years ago, a scandal erupted in the country. It turned out, that Samed Abiyev, the brother of the head of the executive power of Dashkesan region Ahad Abiyev, urgently needed an operation on the kidney. Eleonora Jabrailova agreed to become a donor. For their kidney, she asked 50,000 manats. The parties entered into a notarized agreement on the donation of the kidney of the woman to Samed Abiyev as a close relative. Such argumentation in the document is not accidental, since the sale of human organs is banned in Azerbaijan.
The operation was done in Iran, in one of the private clinics where the kidney was transplanted. However, Jabrailova did not get the promised amount.
In 2013, the Baku Serious Crimes Court sentenced the former head physician of the medical center, also former Azerbaijan International University Dilara Ismayilova, to two years in prison. She was a member of a resonant international criminal case "black transplantologists" and was accused of organizing illegal kidney seizures from donors and their transplantation to foreign recipients, including 11 Israeli citizens. The university medical center did not have a license to transplant human organs or tissues. Strictly speaking, the availability of such a document was of little interest to Ukrainian doctors who regularly come to Baku to conduct such operations. For the creation of such conditions D. Ismailova, of course, without any documentation on these facts, received cash in total of 130 thousand US dollars.
After these cases, control over the clinics in Baku, as well as in the capital's international airport, was toughened. Therefore, the scheme of illegal business on human materials has changed somewhat. In fact, transporting a transplant through a cordon is difficult, dangerous - and most importantly, there is no need for it. Now all the work is going on the spot. Donors from Azerbaijan are exported to Ukraine, Iran, Turkey, a number of European countries for organ harvesting operations. This is evidenced by publications in the foreign press. Thus, at the beginning of this year, the Romanian site Libertatea reported on the criminal case on trafficking in human organs in this country in 2000 - 2007. In the case, there are also Azerbaijanis, but already as recipients.
Recently, The Washington Post reported the arrest of Israeli Moshe Harel, who is suspected of organizing illegal trafficking in human organs, in Cyprus. He worked at the Medicus clinic in Pristina, the capital of Kosovo - where he was looking for donors and patients who needed a kidney transplant. For the "service" in Medicus patients paid 80-100 thousand euros. From the materials of the investigation it becomes clear that desperate donors, mainly from Turkey and the former Soviet Union, came to this clinic to sell their organs. Buyers - many of them were from Israel - paid for the kidney from 80 to 100 thousand euros.
It's sad, but today Azerbaijan is a supplier of biomaterials to the international underground market. Until recently, on the Internet, it was often possible to see ads with the same text: "I'm selling a kidney." But today people are afraid to post such ads, as the security services react to this. But they find ways to implement their plan.
