Experts do not explicitly evaluate the creation of a special army in Nakhchivan
The Azerbaijani President approved the Regulation on the Ministry of Defense. In addition, the President signed a decree establishing the Special Field Army (SFA) in the territory of the Nakhchivan Autonomous Republic (NAR). Both documents have not been published in the media.
The military expert Uzeir Jafarov told Turan that the idea of creating such a military unit in Nakhchivan came from the Turkish side a few years ago.
Jafarov considers the creation of SFA a “reasoned decision.” According to him, SFA was created on the basis of the 5th Corps of the Azerbaijani Armed Forces.
All kinds of forces, including internal and border troops, have been combined under a single command.
According to Jafarov, the geographical location of NAR having a long border with Armenia necessitates the creation of such a "super force".
In his view, it can be called a mini Ministry of Defense.
The Corps Commander is General Kerem Mustafayev, who can be considered the head of the new entity.
However Jafarov does not exclude the leadership of another person in SFA. This question is in the competence of the President.
Jafarov considers unreasonable views of some media that SFA is a sort of "Nakhchivan Army." At the same time, he does not rule out increasing the number of teams in SFA and overall the troop contingent.
In turn, the head of the Doctrine Centre for Military Studies Journalism, Jasur Sumerinli considers the SFA creation unreasonable.
He believes not tenable the argument that it serves to strengthen the defense capability of the NAR and improves management of military units stationed there.
In his view, the decision was made at the request of the Assistant to the President on military matters Vahid Aliyev and the Commander of the 5th Corps Mustafayev.
Mustafayev has always enjoyed special powers and he did not reckon with the Ministry of Defense and more ran errands from Vahid Aliyev.
According to experts, it seems that due to change in the Defense Minister, Mustafayev has taken steps to preserve his positions and prevent the influence of the new minister, and managed to "legitimize his independence."
Sumerinli considers the decision on SFA creation of a "Nakhchivan army." In his opinion, it will be directly subordinated to the Supreme Commander. Perhaps in some issues it will be also subordinated to the Defense Ministry in Baku. In fact, however, the country will receive two Ministries of Defense. Therefore, this solution does not improve the control of the armed forces and rather makes it more difficult. -05B06-
