How affordable will student loans be?
Baku/25.11.21/Turan: Acceptance of applications for educational loans began on November 25, the Ministry of Education. The purpose of student loans is to ensure access to education for everyone, especially those from low-income groups. The loan is provided with very low interest rates for long periods (up to 15-22 years).
Educational loans will be of two types - "social" (provided on preferential terms for members of the poor) and "standard". You can apply for loans through the portal.
Education expert Kamran Asadov considers the procedures for obtaining loans to be complicated. So, applications for loans are accepted in electronic form and for this the student must have a mobile number. At the same time, rooms under 18 years old can only be sold with a notarized parental power of attorney and a fee must be paid for this.
In addition, a condition for issuing a loan is that a student has at least 300 points in the entrance exam. The expert considers this criterion not fair, since there are specialties where even students with 200 points get free education.
Thus, students with less than 300 points will be deprived of the opportunity to study due to lack of funds.
The expert considers unacceptable and the financial conditions for issuing loans. The issuance of “standard loans at 6% creates problems for its availability. For ultimately this will lead to the return of a double amount, Asadov said.
The expert also critically assessed the failure to issue loans to students who have academic debts or who scored less than 71 points in semester exams. This automatically deprives half of the students from paying for loans.
“It is normal when students fail exams," Asadov said. He believes that the current procedure for issuing educational loans is contrary to the requirements of the Constitution.
“So, according to the Constitution, regardless of the financial situation, the state guarantees education. Here it turns out that everything is being done so as not to issue loans to students, "Asadov noted. -021D06-
