Human Rights Activist Reveals Facts of Torture in Terter
Baku / 27.03.19 / Turan: The coordinator of the Center for Monitoring Political Prisoners Oktay Gyulaliyev published the verdict of the Terter Military Court of January 31, 2019 with the number (098) -7/2019.
This case testifies to the torture and murder of several soldiers accused of collaborating with Armenians. These individuals were arrested in May 2017 and more likely died under arrest. It is noteworthy that four of the eight dead soldiers were then acquitted, and their torturers arrested, but not for the murder of the prisoners.
"How it turns out that those who committed the murder of prisoners with special cruelty are sentenced to 6 years of imprisonment, and, moreover, not under the article about the murder? At the same time, Saleh Rustamov, who provided material assistance to the families of political prisoners, received 7 years and 3 months in prison, while Ilkin Rustamzadeh, who protested against the soldiers' deaths, received 8 years of imprisonment," Gyulaliyev said.
"How is it that the command of the corps, the brigade, where there was a "betrayal", remain in office, and the rank and file are tortured and severely punished?" asks Gyulaliyev.
Requests to the Ministry of Defense and the Prosecutor General's Office in connection with the publication of Oktay Gyulaliyev have remained unanswered, and the Turan news agency failed to receive a comment.
Recall that on May 7, 2017, the Prosecutor General"s Office, the State Security Service, the Ministry of Defense and the Ministry of Internal Affairs of the country issued a joint statement exposing a group of military and civilians working for Armenians in the Terter region. A criminal case was initiated under Article 274 of the Criminal Code (High Treason). The results of the public investigation have not been reported. -03D-

The closure of Azerbaijan's land borders was discussed during the parliamentary session on November 25. While the government’s decision cites the coronavirus pandemic as the main reason—despite the World Health Organization declaring its end last year—Zahid Oruj, Chair of the Human Rights Committee in the Milli Majlis, pointed to other factors. He stated, "Opening the borders could result in an influx of hundreds of thousands of non-Azerbaijani refugees due to the Russia-Ukraine war. Additionally, in Iran, many are prepared to cross into Azerbaijan to safeguard their lives and assets amid military strikes. Such waves of refugees could lead to humanitarian, social, and cultural clashes that may threaten political stability."
