Ministry of Emergency Situations (MES) supports citizens whose houses are destroyed by Grand Plaza Ltd.

The plan provides for replacing old, exhausted service life of residential buildings with new ones, so that the residents of Baku improve their living conditions. The government requires developers to conclude agreements with residents on mutually beneficial contracts, but in some areas of the capital construction companies, supported by the district executive power, not only do not agree with the owners of apartments, but even destroy houses with people living in them.

Dissatisfied residents write complaints to all possible instances, and of course, to the president and the first vice-president of Azerbaijan.

Last week, residents of the neighborhood in the Nasimi district of Baku, at the intersection of H.Aleskerov and S. Rustam, G. Guliyev and H. Shushinsky, received a copy of a letter from the Ministry of Emergencies, the original of which was sent to the construction company Grand Plaza LLC. The deputy head of the State Agency for Supervision of Construction Safety under the Ministry of Emergency Situations, Tayar Huseynli, informs the company that it has damaged the house, which is now in an emergency state, fails to comply with safety rules and pollutes the environment with construction waste.

The State Agency notes that it discovered the non-compliance with the requirements of the Nasimi district Executive Power, expressed in the demolition of the house without the advance eviction of citizens. The agency requires the company to correct shortcomings in the near future, ensure the safety of citizens and buildings, as well as the implementation of all provisions of the agreement with the local authorities, the code of urban development and regulations on building. Otherwise, destructive work at the facility will be stopped and other measures taken, in accordance with the law, "the letter from the Emergencies Ministry said.

An important place for the citizens of the official letter is the statement of violation of the rights of citizens when they move from the old house to other places of residence. This was exactly what citizens wrote in an open letter to the country's President Ilham Aliyev when they asked "on the basis of Article 57 and Articles 26, 29, 31 and 43 of the Constitution of Azerbaijan to save themselves from the psychological pressure carried out by construction outlaws."

In mid-November 2017, 104 families in this quarter received a letter from the Nasimi district Executive Power with a proposal to sign a document with the company Grand Plaza to demolish their apartments. Representatives of the construction company promised to build at this place where 2-4-storey houses are located, a multi-storey building in which the owners of apartments will receive new dwellings the size of which is by 20% larger than before. And during the construction the tenants will receive compensation for rental housing. Only two families agreed, the others did not believe in verbal assurances and demanded a documentary confirmation of the promises. In addition, rent for housing during the construction period seemed to citizens underestimated.

Representatives of the developer gave an example of their previous construction project 7 Points on the street Samed Vurgun, but the tenants found out that according to the complaint of the residents of the house on S.Vurgun, the economic court took the side of citizens, forbidding the demolition of the existing building. The builders managed to damage the house on S.Vurgun, and after the court decision they left the territory. Realizing that the tenants are aware of this, the company representatives did not come to the citizens more, delegating to the negotiations realtors. Nevertheless, after two-day unsuccessful attempts, the construction fence was installed on January 5.

Residents sent complaints to the government, the Milli Majlis, the prosecutor's office and are waiting for official answers. S.Jafarov said, the citizens intend to file a lawsuit in the economic court, they hired a lawyer. They will demand the termination of construction work. -0-
