
On Friday the NGO Coalition "SeDEP" held a roundtable on the theme: "The state care to the families of missing persons: Problems and Prospects." The participants noted that one of the problems is not paying the social insurance to the families of missing.
According to the law on the status of the military in 1992, they are insured as soon as they get status of the military. However, the Ministry of Finance, referring to the law of 1997, refused to issue insurance payments to the heirs of missing persons; 99% of the missing are the military and have liability insurance.
Military lawyer Telman Abilov regarded the position of the Finance Ministry unreasonable.
Moreover, the Ministry of Finance refuses to transfer insurance benefits even if there is a
court decisions.
Abilov pointed to the failure of the arguments of the Ministry of Finance about the lack of funds. According to him, the Ministry of Defense annually transfers to insurance company 10 million manat.
The NGO Coalition «SeDEP» proposes to adopt a specific law on the status of military personnel and civilians who went missing during the fighting in the conflict zone in 1991-94. and their families.
The number of missing people in the conflict zone exceeds 4000 people. -16D-
