NGOs and parliamentarians do not come to a consensus
Non-governmental organizations and lawmakers failed to reach a consensus on the changes that were made to 17 December 2013 to the laws "On state registration of legal entities and the state register ," "On NGOs ( public associations and funds ) ," " On Grants " in the Code of administrative Offences. Eight supplements and 50 changes were made. This was the result of the meeting , which took place on Friday in the Milli Majlis between representatives of civil society with the chairman of the Committee on Legal Affairs and State of Milli Majlis, Ali Huseynli, and chairman of the State Council on NGO support deputy Azay Guliyev .
Although on the results of the meeting Huseynli said haqqın.az, that nothing unclear remained, and the president will sign the legislative changes , but the head of the Center for Economic Research Gubad Ibadoglu told Turan that the NGO representatives participated in the meeting could not get a satisfactory answer about the need for changes.
The only exception is that the point of the changes eliminated the need to provide an extract from the NGO registration every 90 days. NGOs regard the changes as limiting and toughening fines for violations in NGO activities , which create obstacles for unregistered NGOs , expanding opportunities for suspension of registration of NGOs and others. In connection with the situation of NGOs held on January 16 forum at which they called on the Head of State not to sign a package of amendments adopted by the Parliament on December 17, 2013 laws that restrict the activities of NGOs .
The forum of 60 NGOs made an appeal to President Ilham Aliyev with an appeal not to sign changes, restricting the activities of NGOs. They called on not to sign the last reactionary amendments to the legislation toughening and making difficult conditions of non-governmental organizations, and to continue the initiated in the summer of 2012 , but then frozen dialogue between the authorities and civil society.
"Taking into account the importance of understanding the issue from your side, we ask you to initiate the interrupted dialogue. We also bring to your attention that non-governmental organizations need direct meeting with you to convey to you our hopes and aspirations," reads the appeal. It is not excluded that the dialogue that began in the parliament, where changes have been made , will grow into a meeting of NGO representatives with the president, who will make the final decision about the future of non-governmental organizations of Azerbaijan. -0-
