Over 2000 convicts were released from punishment last year
Baku/02.03.21/Turan: On March 1, an online meeting of the Judicial-Legal Council was held. The Chairman of the Council, Minister of Justice Fikret Mammadov spoke about the results of last year and the tasks ahead, Turan was told in the Council. He noted that in connection with the introduction of new laws into the criminal legislation, more than 2,000 convicts were released from punishment in the courts, more than 3,300 sentences were reduced.
Fikret Mammadov said that in order to prevent cases contributing to corruption and ensure objectivity in the courts, monitoring was carried out, two chairs of the court, eight judges were brought to disciplinary responsibility, the powers of 16 judges were terminated on various grounds, and three judges of the Sheki Court of Appeal were reprimanded.
Commenting on the facts on the release of prisoners, human rights activist Rasul Jafarov told Turan that he does not consider the release of more than 2,000 prisoners to be any special indicator, but the figure is somehow different. He noted that this figure is close to last year and even lower than in some years.
"The problem is that the mechanism of early release does not work in full force. A fair approach is not demonstrated. We receive numerous appeals. Among those who applied to us, there are prisoners who have a year or several months before the end of their sentence for minor crimes. However, for some reason- then release or reduction of the term of punishment bypasses them. Among them, there are those who were arrested for both political reasons and non-political acts. Although there is no evidence, we claim that during the release from custody there were bribes," said R Jafarov.
According to the human rights activist, if today in Azerbaijan there are three areas that need to be reformed, then one of them must necessarily be the penitentiary service.
It should be noted that the Judicial-Legal Council, which is a self-governing body of the judiciary, has been functioning since February 2005. The 15-member council consists mainly of judges (9 people), as well as representatives of other branches of government, the prosecutor's office and the legal profession, who are parties to the judicial process.-0-
