President of the Academy of Sciences proposes to create a Science Council under the President of the country
Today, Baku hosted the first congress of scientists in the country.
President of the National Academy of Sciences, Akif Alizadeh, in his speech addressed the issue of research, the role and place of science in society. In Azerbaijan, the scientific work is conducted in the Academy, the universities, in government agencies, and partly in the private sector.
We have the repetition of research, the irrelevance of mismatch processes in the world of science. In order to address these issues, it is necessary to establish the Supreme Council for Science and Technology under the President of the country. "The council should include representatives of academic institutions, universities, business management and patent. The decision of the Board shall be required for all research institutions of the republic," said Alizadeh.
Academician spoke in favor of increasing the role and responsibilities of the departments and the Scientific Council of ANAS, by providing them with "organizational flexibility."
It is time to move the center of gravity of the fundamental research to the department of ANAS, to intensify the work councils to coordinate scientific institutions, ensuring transparency in the work, said the head of the Academy.
In addition, Alizadeh believes it necessary to hold meetings with the participation of the Presidium of the boards of ministries, as well as to invite the heads of the relevant government agencies to speak at these meetings, reads the press release of the Office of Public Relations of the Presidium of ANAS.
It is noteworthy that the head of the Academy did not say anything about statistics: the number of scientists, their age, research funding, the level of application of scientific achievements and so forth. -03D-
