On April 6 there was a mass poisoning at school-lyceum No 20 in Baku. According to the Education Department of the capital, children who ate chicken in the cafeteria of the school-lyceum experienced symptoms such as abdominal pain. Six children were taken to hospital. The General Prosecutor's Office and the Azerbaijan Food Safety Agency (AFSA) stated they were investigating the matter.

To remind, the Agency also carried out inspections at higher education institutions and general education institutions late last year. The inspections revealed violations of food safety legislation in 23 higher education institutions and 38 general education institutions.

But if there are controls, why are such cases repeated in schools?

It was impossible to get an answer to this question from the Agency. However, the Department of Education of Baku told Turan that the work on control of school cafeterias and canteens is carried out continuously: "Education authority cooperates with state agencies that control public catering services, quality of food, and monitoring is held in school canteens.

The department added that monitoring in educational institutions is carried out randomly. Reportedly, no products prohibited for sale are found in cafeterias and canteens of general educational institutions.

Education expert Kamran Asadov told "Radio Azadliq" that according to the new rules the school cafeterias are not subordinated to the school: "Anyone can rent and operate a school cafeteria on a contractual basis.  Under the new rules, those who operate a school cafeteria pay more than 35 gyapik per school student to the educational institution, regardless of income. This is not right."

According to the expert, under a 2011 Cabinet decision, there are rules for catering services in secondary schools: "Along with this, there was a department of hygiene and epidemiology, which established rules on what foods are allowed in schools and what foods are not. No homemade flour products, smoked sausages, fizzy drinks or fast food were allowed. But if you go to school now, you can see how each of the prohibited products is sold in schools, because there are material interests here".

According to Asadov, the negative food situations in schools are happening because there are no conditions for food storage: "The problem is that expired products are not removed from the counters of school canteens in a timely manner. This is not the case.  All in all, no standards are currently being complied with in the cafeterias of general education institutions."
