The court ordered the Baku mayors office to respond to the request of the Turan agency
Baku / 12.07.17 / Turan: The first Baku Economic Administrative Court No. 1 has finally ordered the Baku City Executive Power to respond to Turan's information request. This decision was taken by Judge Elchin Mammadov. The information request was sent to the head of the Executive Power Hajibala Abutalibov on January 24 of this year, and the lawsuit was filed on February 23.The questions for the Mayor's Office were related to the fate of the two apartments on the 8th and 9th floors of the building along Subhi Street 2, in the village of Buzovna, which were affected by the fire on December 18, 2016.The building is under the jurisdiction of the First Special Housing and Communal Economic Association of the Housing and Communal Economic Department of the Baku Executive Power. As a result of the joint struggle of the agency and residents of the house for their rights, repairs were carried out - windows were restored on the balconies of houses and the damaged facade of the building was repaired. The agency reported this on May 15. However, on May 16, the defendant submitted to the court information on repairing the elevator in the indicated house and cosmetic repairs in the block, saying that the damage to the apartments of the 8th and 9th floors should be repaid by the culprit of the fire - the owner of the apartment on the 7th floor S.Mahmudov. Thus, the Executive Power of Baku was not even aware that the replacement of windows and repair of the facade of the affected apartments was carried out by the construction department of the city hall itself. Then Executive Power promised also to give the answer to inquiry of agency, but has not done it yet. The practice of information requests of journalists to state structures and the actions of courts shows the deplorable situation and the paralysis of the law "On Freedom of Information" in Azerbaijan.
