The draft program for the restoration of liberated territories is ready

Baku/20.07.21/Turan:  The final draft of the "State program for the restoration and sustainable development of the liberated territories of the Republic of Azerbaijan for 2021-2025" has been prepared.

According to the Economic Working Group of the Interdepartmental Center under the Coordination Headquarters for the centralized settlement of issues in the occupied territories, the project was based on an analysis of proposals of state bodies, enterprises and organizations, as well as the relevant working groups of the Coordination Headquarters. However, the content of the project has not yet been made public.

How should the liberated territories be developed sustainably? What is important to include in this state program?

Rufat Guliyev, a member of the parliamentary committee on economic policy, industry and entrepreneurship, told Turan that the final formation of the Karabakh economic zone is underway. “We have already announced the inclusion of all territories of the Karabakh region in the country's economic system and we will develop these territories with great attention and sensitivity, faster than other regions of Azerbaijan. We will develop this zone, there will be investments, favorable conditions for entrepreneurship will be created, and comfortable conditions will be created for the life and work of people who will return there.

According to him, the business environment in the Karabakh region will be better than in any other post-Soviet country. “We must implement this plan. Before that, we implement all constructive projects. The environment must be good, so that it is more attractive, so that both Azerbaijani and foreign entrepreneurs come and participate in the development of the region.

The member of the commission stressed that Azerbaijan has enough resources for the sustainable development of the Karabakh region. “Mr. President has repeatedly stated that we will do this only at the expense of our own internal resources and we do not need anyone's money. We rely on our economic stability and financial capacity. "

Guliyev said Azerbaijan has expanded its economy over 20 years. “The oil and gas industry played a locomotive role in this. We are proud of this; we used our money correctly and developed our economy more than 4 times. We know very well what to do. If minor mistakes are made during the restoration of the country's development, there will be no mistakes in the development of Karabakh. Everything will be done in software and digital mode. "

Economist Natig Jafarli told RFE/RL that the program should be a public comment. “Specialists and independent people should have been involved in the development of this program. At least the final document should have been open for public comment. "

According to him, public discussions are very important in the restoration of the liberated territories. “There should be additional projects, economic opportunities, renewal of management. That is, political and economic steps should be taken in parallel. If some good economic decision is not made under normal management, it will have no effect. As in other regions of the country, it has not had an effect for 30 years already. "

The expert stated that he does not believe in any radical changes in the final document. "If the institution of executive power remains, if municipalities do not function, if certain tax and customs privileges are applied only to create economic opportunities for people to live there, this will not have the same effect as in other regions."—0—
