For the first time in the course of negotiations, specific agreements have been reached at the Moscow meeting of foreign ministers of Azerbaijan and Armenia with the participation of the OSCE Minsk Group co-chairs. The statement of the foreign ministers of Azerbaijan, Armenia and Russia, as well as the OSCE Minsk Group co-chairs, noted that the foreign ministers of Azerbaijan and Armenia emphasized their interest in further stabilizing the situation in the conflict zone, particularly during agricultural activities. They also agreed to take measures to allow families to meet with relatives detained in another country. The ministers expressed readiness to begin concrete work on establishing contacts between people, including through mutual visits of media representatives.

Contradictory opinions about the agreements reached in Moscow have been formed in the Azerbaijan expert society.

"The parties actually decided to focus on the solution of humanitarian tasks, creating the background for further progress in the negotiation process as a whole. Today it is obvious that the achievement of real steps on the political plane is complicated by many circumstances," political scientist Ilgar Velizade answered the questions from Turan.

It is obvious that the Armenian side is not ready to fully consider the issue of the return of Azerbaijani territories and the return of refugees. The Azerbaijani side believes that in this direction, we need steps that fully take into account the realities in the conflict zone. It is clear that the parties are ready to discuss so far only the creation of conditions for the achievement of concrete steps, the creation of a favorable background for political decisions. For this, humanitarian actions are needed, of which the most risky is the release of hostages and prisoners according to the "all for all" formula. "The mutual visits of journalists who will form the public background for the successful resolution of political issues are also a step in this direction," he said.

"The Azerbaijani public expects that these steps to create a favorable background will be followed by concrete steps to liberate the territories and return the Azerbaijani refugees. The agreements reached can be regarded as a kind of advance payment to the Armenian side. Taking into account the realities and moods in the societies of the conflicting parties, we should first prepare the societies so that people make future political decisions. New Moscow agreements can be regarded as the basis for preparing societies for subsequent decisions, Ilgar Velizade added.

The former head of the Karabakh Liberation Committee Akif Nagy also answered questions from Turan. He believes that the agreements reached in Moscow are beneficial only to Armenians and correspond to the Armenian scenario.

"Armenia is interested in keeping out lands under its occupation, and in these conditions, relations between Armenia and Azerbaijan returned to normal. As a result, the fact of occupation will recede into the background, and after a certain time, it will be completely forgotten. This is the plan of the Armenians. This is their method, tested in the 1905-1906-s, 1918-1920-ies.

The Armenians began the same process with a seemingly harmless for us decision about the meeting of prisoners with relatives, the exchange of journalistic delegations. Then the process will become irreversible, we will give up something else to the Armenians and will sing songs of friendship.

Our interests require that the rapprochement of peoples begin after the complete withdrawal of Armenian troops from Nagorno-Karabakh and other occupied territories. The Azerbaijani authority concedes our interests to the enemy, voluntarily or involuntarily. The Karabakh Liberation Committee opposed the mutual visits of the delegations of Azerbaijan and Armenia, we did not allow three such projects to be implemented. Most people support us. We also want peace, but fair. All the ways to peace go through the war. The solution to the Karabakh problem is not yet a peaceful scenario," concluded A.Nagi his interview.
