Baku/14.08.21/Turan:  The  construction of a 12-storey, three-block residential building is ongoing in the the central historical part of Baku, at the intersection of Zargyarpalan-Mukhtarov-Tolstoy-Tagizade streets. The information board shows the start and end dates of construction: 01.18.2021 – 12.30.2021.

Ignorant people will be surprised if they decide that Baku can build gigantic buildings in 11 months. If MTC ABIDA had behaved honestly, the construction start date would have been correctly indicated on the scoreboard - 2004.

The long-term construction was reported to Turan by the shareholders of a residential building who trusted MTK ABIDA. In the letter, they listed the departments that transferred this construction to each other. Each new developer explained to the shareholders different reasons for the unavailability of the building. The last reasons in the official letter to the shareholder Nigar Rahimova dated June 16, 2020 are as follows - the impossibility of work due to the pandemic, unresolved construction of a water reservoir, lack of funds, the promise of resuming construction due to the sold non-existent apartments.

According to shareholder Natik Alizadeh, they were once told that the construction was halted due to the coronavirus disease of the head of ASK. As soon as he recovers, the construction will immediately resume.

After MTK ABIDA, the construction was owned by Agrarkredit, said the letter to the President of the country from 2019 by citizens who have invested their money in the building. They write that ABIDA took out a loan from the International Bank, becoming its problem client. Then, as part of the order of the President of the Republic of Azerbaijan on the rehabilitation of the Interbank Bank dated June 15, 2015, the unfinished November 11, 2016 was transferred to the joint-stock credit organization "Agrarkredit", under which some construction was carried out. And on December 4, 2017, again by order of the President of Azerbaijan, the construction was transferred to the Azerbaijan Industrial Corporation (ASK). Since then, construction has not been carried out, shareholders write to the president.

They informed I. Aliyev about the plight of some families who paid for future apartments: people live in debt, in rented apartments, pay a 10% mortgage to the same ABIDA for housing in which it is impossible to live. "Agrarkredit" and ASK do not inform the citizens of anything, - they wrote to the president. They asked the head of state to order the resumption of construction and its completion. A similar appeal was sent to the first vice president of Azerbaijan. Two years have passed since those letters, but the construction has not been completed. The absence of information caused rumors.  There are talks about collusion between strong people. The cost of land in this part of Baku is constantly growing. The unfinished one can be sold, and the new owner will demand payment for the apartments at an overpriced price, or the apartments will be transferred to completely different people who are ready to offer the best price. And then the former developers will be left with their dreams and debts.

Rumors are not groundless, they appeare because of the deliberate concealment of information. Last week  Turan agency contacted ASK with a telephone inquiry about the reason for the frozen construction. The representative of the state corporation Nubar Alekperova asked to send them an e-mail. Three days after they received a letter from ASK, Turan responded, but it was strange: on the official form, we were informed that our question did not meet the requirements of the law “On obtaining information”, and therefore they decided not to answer there. If we again send them a request that meets the requirements of this law, they will answer us, - added N. Alekperova.

Instead of incorrectly being guided by the law in order to evade an answer, instead of correspondence with Turan, ASK could briefly explain the reason for the long-term construction. Calm people down, restore their faith in the law and the implementation of the president's decisions. But instead of not fulfilling their direct duties, ASK began a dispute with Turan about the clauses of the law that had nothing to do with the trouble of the defrauded shareholders. –0—
