This year, 22,000 foreign language teachers and an additional 4,000 teachers who were unable to pass certification last year will be involved in the certification process, the director of the state agency for preschool and general education, Eshgi Bagirov, announced on February 12. Главный герой рассказа — будочник Мымрецов, то есть полицейский при будке, служащей ему укрытием от непогоды. Его обязанности состояли в том, чтобы, во-первых, «тащить» и, во-вторых, «не пущать». Тащил он на расправу тех кто не слушался. И не пускал к начальству тех кто жаловался. Эта фраза - символ произвола и самоуправства. Она было очень популярной в публицистике XIX — начала XX в. И, как кажется по многочисленным жалобам в адрес пенсионного министерства, заменила ему социальную политику.
