Ilgar Mammadov, a resident of Mingachevir, a veteran of the first Karabakh war, who received a head wound, does not receive a manat from the state for disability. He lives in a rented apartment, does not work, receives only an 80 manat military pension for participation in the war, although his injury during hostilities is documented in the certificate of the medical commission of the Ministry of Defense dated 19.04.2022.
Two years ago, he was paid a disability pension, but then the payments stopped, although over the years the pain from a traumatic brain injury increases. "This is how they respect their defenders in this country. I need money for food, treatment, medicines. I have been complaining to all authorities for 9 months. Is it possible to check me for nine months?", Ilgar Mammadov asks in a letter sent to Turan.
Among the documents sent by Mammadov there is a form-88 dated 28.04.2020, which lists the diseases and indicates the second form of disability defined by him.
Turan sent his appeal to the State Agency for Medical and Social Expertise and Rehabilitation. On the same day, they received a reply which says that Mammadov does not receive a disability pension because there is no form 88 from Mammadov in the agency's computer system for the last year. Due to the absence of such a certificate from the medical institution in which he is registered, the Agency cannot resolve the citizen's issue. In a letter from the Agency, Mammadov is offered to apply to a medical institution at his place of residence in order to get a form-88 for entering it into a computer database about disabled people. After that, his appeal will be considered," the press service of State Agency for Medical and Social Expertise and Rehabilitation reported.
