The refusal of the Azerbaijani government from daylight saving time on March 27 caused confusion in time. Almost all electronic media and systems linked to the Coordinated Universal Time (UTC) standard automatically moved one hour ahead.
Mobile Azercell operator urged subscribers to set the time manually, as the company is unable to influence the mechanism of the change of hours, which is linked to the international system of automatic time setting.
On 17 March the Azerbaijani Cabinet of Ministers adopted the decision to cancel its own decision of 17 March, 1997 on the daylight saving time, allegedly because of worries about the health of the people, without appropriate preventive measures that would have prevented the time chaos. The investigation by Turan agency showed that the rejection of the daylight saving time was imposed by the organizers of the International Federation of Motorsport (FIA), which was unwilling to match the start of the Formula-1 in Baku and finish the race "24 hours" Le Mans in France. For this, as usual the French moved to daylight saving time, and Azerbaijan has preserved winter time.

3. Set the "Tbilisi" time.
