Construction of Immoral Water Supply System in Buzovna Accelerated

The construction of water supply continues at an unprecedented pace in the Buzovna settlement for an unnamed customer by the state-run water distribution company Azersu.

The work is progressing to the sea coast, where a dacha settlement is located. The names of two customers of this illegal and immoral project are already called. One of them is the head of one of the districts of Baku, and the second one is a minister.

The Shollar water which is scarce in the area and is a privilege of the President and his entourage passes through the village, where not only drinking water, but even technical water is lacking.

Turan Agency has requested information about the customer of the construction of water supply and the necessary technical documentation, but Azersu does not respond in spite of the media law, the law on freedom of information and the Administrative Procedure Code.

Azersu, according to the state program, had to ensure uninterrupted supply of Buzovna and all the surrounding villages of Baku with water by 2013, but the allocated funds were embezzled and the work was not done.

From the speech of President Ilham Aliyev, June 20, 2012 at the conference dedicated to the results of the first year of implementation of the State Program on socio-economic development of Baku and its settlements in 2011-2013:

"We know the situation in the villages. The task is to solve all socio-economic and infrastructure issues in the villages, and over the past year we have seen the successful implementation of this work. Today it will be discussed in detail.

But in principle, the program provides a solution to the basic infrastructure issues - first and foremost, the implementation of water and sewage projects. In Baku settlements there has never been any sewerage system. In Baku City the sewerage system, too, does not meet our needs. Water scarcity was felt constantly, at all times, and the people in some way got used to it.

Although this is not a normal situation, drinking water should be constantly supplied. Specific instructions have been given now to ensure that all the regional centers are supplied with water and sewerage. We have to try and complete this program by the end of next year (2013 - Ed.). If this happens to be impossible, then water and sewage problems in all the regional centers and the surrounding large villages should be resolved before the end of 2014."

In response to calls from citizens to ensure their legal rights to water supply, the government only increases the price.

In 2012-2015 the Agency repeatedly raised the issue of water supply and sewerage in Buzovna before Azersu and the local authorities. But it always got the answer that the question was in the design stage. The recent activities of Azersu show at what level the issues of water supply and sewerage are resolved.

The Agency will monitor the construction of the immoral water pipeline until the end, and it will seek an answer to the request for information of July 27.
