Residents of Khatai district to picket against inactivity of MIA

Public activist Natalya Iorina is going to hold a protest picket near the Ministry of Internal Affairs (MIA). Note that Iorina may start picketing jointly with her neighbors who are dissatisfied by profanation and lack of investigation over complaints of Iorina and other citizens against aggressive actions of businesswoman Parvana Novruzova.

In a conversation with Turan Iorina explained that Novruzova was going to build a commercial property in the courtyard of a 3-storied dwelling house, Baku, Khatai district, Ashug Gurban str. 9. Note that neighbors are against the construction, for, to their thinking, the perspective facility will pack the public courtyard. In reply to complaints of the neighbors in November 2018 Novruzova and her sons attacked complainants, beat Iorina and other dwellers mercilessly. In so doing, the beating took place before police eyes and under MIA" cameras "" Safe city" .Iorina had her finger and telephone broken, her face was bruised and hairs torn. Neighbors were injured as well. A primary investigator of the police department of Khatai district, Samir Agayev, questioning no witnesses and Iorina included, decided upon refusal to institute a criminal case. In his words, allegedly Natalya fell down without being pushed from outside, and broke her finger and telephone!

The citizens appealed with a complaint to the police department # 37 of the Khatai district. However, despite Iorina"s appeals and complaints to President of Azerbaijan, Minister of Internal Affairs (I wrote to the Minister that his officers are discrediting President, meetings with a deputy prosecutor of the district and a head of police department of Khatai district, an investigator of the district police is not minded to finish the investigation, and the matter is not referred to court. A head of the investigation office of Khatai district police department, colonel Bahadur Shukurov told Iorina that he had two children, soon going to retire on pension, so he wanted to avoid troubles with Novruzova. "It"d be better to take the case away from here ".

It has to be kept in mind that in the reviewed period Novruzova has repeatedly threatened neighbors with new repressions. In the meanwhile, the police confessed Iorina that they were in no position to repress Novruzova, for she has a mighty patron in the MIA management. A Baku resident and a well-known public figure in charge of salvation of homeless people, Natalya Iorina told Turan.

It must be acknowledged that the police declines from inquiring into audio- and video-records of the conflict as saying that street video-cameras are faulty. However, the then Internal Minister Ramil Usubov assured that cameras "Safe city" were operative for 24-hours.

On July 26, 2019 citizens of the city warned the Khatai district police that they were minded to block a street of the MIS building. Thereafter the investigation had to get things moving but soon after came to a standstill again.

Iorina added: "Instead of resolving issue legally, the police is engaged in provoking citizens for new confrontation. "When I informed Latif Jahangirov, a colonel-lieutenant and a head of Khatai police department # 37 about having been insulted on national basis, he adviced me the following:: "Putin is cursed, Trump is cursed, so you must put up with this". The same is true of Ramin Huseynov, a colonel and a deputy head of Khatai police department: "You are cursed, so do the same and curse your opponent, you are beaten, so do the same and beat your opponent ".

When we faced threats from the Novruzovas, we asked all bodies concerned to help us but the police was silent as they did even when they broke my telephone set ".

What is important notice is that a decision on a cabin in the courtyard, Ashug Gurban str., was adopted, and it was decided to pull the cabin down. However, it is the responsibility of the local executive power to pull it down, not that of the committee.

Upon hearing a Turan correspondent, a representative of the executive power of Khatai district declared that the complaint had been registered and that representatives of the district housing department would come to the place, , inspect the situation and take appropriate measures.

"The police is violating the Law On Police", "Not investigation but roguery" (İstintaq yox - flrlıdag") - these are slogans Natalya Iorina and other residents of Baku are minded to start picketing city"s streets.
