Humiliated disabled and imaginary disabled people

Today, a group of disabled people who were deprived of their disability and pensions held an action of protest action in front of the Republican Center for Rehabilitation of Disabled People in Baku. Director of the Center for Development and Support "Live Independently" Aydin Khalilov and journalist Ainur Elgunesh exchanged views on the problems of disabled people with Turan news agency "Difficult Question" program.

Recently, the issue of disability has become more relevant after some citizens were deprived of their disability status and pensions. All this could not do without excesses. An example is the case of a resident of the Barda district, Mustafayev Shamail Gumbat oglu. Outraged by the fact that the doctor of the State Agency for Medical and Social Expertise and Rehabilitation did not find any signs of disability, he attacked her with his fists, accompanying the beating with square abuse.

It should be noted that issues of disabled people have one more aspect. The point  is about unethical attitude in society towards disabled people. It's all over an article by journalist and disabled person Ainur Elgunesh titled: "One day of a disabled person who wanted to get a certificate." The article described her misadventures at the Mingechevir hospital where she applied for a certificate to renew her driver's license.

According to Elgunesh, in the surgical office of the hospital, she faced a dismissive attitude. Having learned that they were dealing with a disabled person, the doctors, instead of performing their duties, tried to escort her out. Further, she was confronted with outright rudeness – a doctor named Tofik did not hesitate to say - " Are you going to drive a car with this leg? You're good for nothing.»

This doctor, if I may say so, did not even examine the patient to draw any conclusions about her ability to drive a car.

If the doctor had made such a conclusion after the examination, the patient would have accepted it calmly.

The traumatologist said the same thing.

As for other disabled people, the doctors above also behaved disrespectfully, talking with a favor. Alas, attitudes towards disabled people are similar everywhere.

Head of the NGO Aydin Khalilov believes that educational work in the country is at a low level; this also applies to informing society about disabled people and their problems. Over the past 5-6 years this is particularly noticeable; however, the media write very little on ethical treatment of disabled people.

Khalilov believes that the propaganda of behavior ethics with disabled people should start with doctors.

"The doctor cannot forget that he should see not only disease and diagnosis in his patient but, first of all, the human, the individual and that the disabled is the patient."

However, rudeness towards disabled people is typical for other structures as well.

It is unfair that disabled drivers must renew their driver's licenses every two years. It is not clear why they have to pass a medical examination permanently and pay a higher fee than other drivers who pass the examination every ten years? This is incredibly unfair given their financial situation.

As for the imaginary disabled, Khalilov believes, then, there is need to clear up the matter properly. One cannot forget the bribery in medical institutions. The diagnosis of disability is made by a doctor. And the very process of obtaining disability is bureaucratic and gives rise to bribery.--
