Who will discuss the status of Karabakh and with whom?
Baku/10.05.21/Turan: If Azerbaijan is the winner of the 44-day Second Karabakh War, removing the issue of Karabakh's status from the agenda, then who will discuss it with whom? The main task at this point is to speed up the restoration work in the Karabakh region. This was stated by Avaz Hasanov, a conflictologist, on the air of the Turan agency's "Cetin Sual" program in response to Russian Foreign Minister Sergei Lavrov's visit to Baku.
Hasanov recalled that during Lavrov's visit to Armenia on 5-6 May the main topic of discussion was the issue of Armenian military personnel detained in Azerbaijan and the Meghri (Zangezur) corridor. The main topic of discussion in Baku is likely to be the same issues - the Armenian military personnel and the transport corridor through Meghri.
With this visit, the Russian side also wants to secure Pashinyan's retention in power. As for the OSCE Minsk Group's desire to return to the helm of the Karabakh problem, Hasanov believes this is impossible because of the group's "inadequate" behavior during the Second Karabakh War.
The post-conflict period has its own rules and the Minsk Group will be able to act in accordance with this. It is possible to discuss issues of demining, opening of communications, treatment of war victims, etc., but Azerbaijan as a winner, have removed the status of Karabakh from the negotiating table, Hasanov said.
According to the conflictologist, it is clear that Russia does not want to be solely responsible for resolving the issue, as indicated by the fact that both French President Macron and Russian President Putin are advocating peace initiatives on Karabakh.
According to Hasanov, Azerbaijan should do everything possible in this case to speed up the reconstruction process in the Karabakh region, to draw attention to it, to strengthen its position, and to explain to all parties that it will have the final say.
As for the steps to be taken in the current situation with Karabakh, Hasanov believes that Azerbaijan should speed up the reconstruction work and demonstrate that the future development of the region depends on that. -0-
