Accounting Chamber Finds Financial Irregularities in Preschool Institutions and Orphanages of Baku
The Accounting Chamber of Azerbaijan reports (http://sai.gov.az/1/newsmore/482) that the department of preschool institutions and orphanages of Baku violated a number of items of expenditure of the budget funds in 2014-16.
So, in preschool institutions, they created 1,971 groups instead of 2,135 (92.3% of the potential). This year, instead of 40,627 children, they have received 37,322 children for education, while parents are in search of places for their children in nurseries and kindergartens.
Unreasonable demands for financial resources were revealed in several areas of expenditure. As a result of incorrect calculation of days per person, the norm of food in kindergartens and orphanages was grossly violated. In addition, excess inventory, equipment and household goods were purchased, and the fixed assets allocated to the institutions in a centralized manner were not taken into account. A number of staff disorders took place; people with secondary education were engaged in training children. There are other cases of violation of financial discipline.
The conclusions made by the Accounting Chamber are sparing; on condition that the errors will be corrected, the audit materials have been sent to the department itself and to the Executive Power of Baku City.
Recall that under the preschool and orphanage department of Baku operate 344 offices. Most of them are in the Khatai (48), Sabunchu (41) and Nasimi (37) districts. --17D-
