Approved a new regulation on foreign trade association of SCC
College of the State Customs Committee approved the Regulation on 30 January Foreign Trade Association Azerterminalcomplex SCC.
The document came into force last week after turning in the state register of regulations.
The Association operates on principles of self-financing. The main areas of activity are to provide the participants of foreign trade customs services on customs, as well as the organization of customs auctions for the sale of confiscated goods. The Association's function is an intermediary between businesses and customs officials. It is the customs declaration and other documents declaring the customs clearance of goods, provides weighing of goods in the customs border checkpoints.
In addition, the structure of the State Customs Committee has the authority of construction activities in the customs control area, publishing and printing industry, storage and protection of seized goods and vehicles in customs warehouses and terminals. The union also provides consulting services to companies engaged in import-export business of the situation on the world market of goods and services. It has the authority making the generalized data base of electronic customs declarations.
Azerterminalcomplex has been operating since 1995 and is located in the building of the SCC. The authorized capital of the association is 40 000 manats.
According to participants of foreign trade, Azerterminalcomplex is one of the main functions of the pyramid of corruption in Azerbaijani customs. In normal countries the functions of Azerterminalcomplex are performed by customs brokers. - 08D-
