Bishkek Declaration of the Summit of the Cooperation Council of Turkic Speaking States Signed
The signing of the final document - Bishkek Declaration ended today the Second Summit of the Cooperation Council of Turkic Speaking States (CCTS).
The summit was attended by the heads of states of Kazakhstan, Kyrgyzstan and Turkey. Azerbaijan represented in the Council by Prime Minister Artur Rasizade.
In addition to the summit were signed three documents:
- Agreement on the financial rules CCTS;
- Agreement for the formation of the Turkic Academy CCTS;
- Agreement to establish a Foundation of Turkic culture and heritage of Turkic CCTS.
Headquartered Foundation of Turkic culture and heritage of Turkic CCTS will be located in Baku.
CCTS was established in 2009 on the initiative of President Nursultan Nazarbayev. Its members are Kazakhstan, Kyrgyzstan, Azerbaijan, and Turkey. The first Summit of CCTS was held on 21 October 2011 in Almaty (Kazakhstan).
According to Kyrgyz media, following the summit, the President of Kazakhstan, Nursultan Nazarbayev, said that an agreement was reached to adopt the protocol of the meeting of ministers of transport and customs officers on entry hub via Turkey, Georgia, Azerbaijan, Kazakhstan, and beyond.
The Kyrgyz President Almabek Atambayev said the next summit will be held in Azerbaijan in 2013 and it is planned to consider the "important economic and political issues."
Presidency of the Cooperation Council of Turkic Speaking States moved from Kazakhstan to Kyrgyzstan.
On August 22, Turkey's Foreign Minister Ahmet Davutoglu said in Bishkek that the Cooperation Council of Turkic-speaking countries will have a single flag. According to him, the new single flag to symbolize the presence of Turkic Council all four states - sun flag of Kyrgyzstan, the star - Azerbaijan, Crescent - Turkey, color - Kazakhstan. This flag is approved and endorsed by all the members of the Council.
Other Turkic-speaking countries - Turkmenistan and Uzbekistan are eyeing the CCTS, and will join the organization linked to the results of its operations, the Secretary General of CCTS, Khalil Akynzhy said. - 08D-

Discussions were held in Baku within the framework of the 29th session of the Conference of the Parties (COP29) to the UN Framework Convention on Climate Change, focusing on the "Decarbonization and Climate Adaptation of the Cotton-to-Clothing Value Chain." Among other topics, the state of cotton farming in Azerbaijan was also addressed.

Azerbaijan has attracted significant interest from companies in both developing and developed countries, as well as from state and private sector representatives of at least 10 nations, regarding participation as shareholders in the Climate Finance Action Fund (CFAF), which has a total budget of $1 billion. The Azerbaijani government has proposed that the OPEC Fund participate in financing several renewable energy projects, including offshore wind energy development, green energy corridor initiatives, and a 1 GW project planned by SOCAR in partnership with the UAE-based company Masdar.
