Expenditure of Accounts Chamber of the past year
During the meeting of the Azerbaijani Parliament on Friday heard the report of the Chairman of the Accounting Chamber (ACA) Heydar Asadov. The deputies almost unanimously concerned about the low budget of the central fiscal authority. It is unacceptable that in 2003 (when the budget spending 1.23 billion manat), and 2013 (approved budget expenses - 19.85 billion manat) main state agency audit work for the same financial and staffing. The government should reconsider, and the Ministry of Finance - significantly increase the level of expenditure (in the past year, the government needs SPA allocated 3.54 million, disbursed 2.96 million manat) - according to local elected officials.
As can be seen from the overall performance, saved was almost 600 thousand manats of public funds. The main expenses of the organization are: labor, compulsory social insurance and accidents in general spent 2 million 320.02 thousand manats. For the salary of staff members spent 1 million 388.75 thousand manats, freelance - 33.77 thsd manat, for other types of remuneration - 472.9 thousand manats. Payment of the current activities and services (including maintenance, security, travel, office supplies, printing services, and other overhead) "took" 435 407 manats. Utility costs were 60.66 thousand, transport costs - 79.12 thsd, phone and e-mail costs - 25.44 thsd manat. Last year, ACA acquired several cars worth 121.14 thsd, just as for machinery and equipment (non-financial assets) spent 154 thousand manats.
Most savings were on utility costs - there was allocated 95.85 thsd, and 60 659 manat was used. Non-target costs and cost overruns are not allowed - is said in the statement.
Accounting Chamber of Azerbaijan, reporting to the parliament, has been in force since December 7, 2001, as the body that controls the flow budget AR.
Leading employees (members of the Board, which consists of a chairman, his deputy and seven auditors) are elected every 7 years.
Accounting Chamber of Azerbaijan is usually limited to general statements about the board meeting, without giving specific figures and data. According to Article 6.0.3 of the Law of Azerbaijan "On receiving information" ("Basic principles of information"), the disclosure of information on budget revenues and expenditures is the responsibility of government agencies, including the Chamber of Accounts. - 17D-
