Baku/22.01.14/Turan : Baku since the entry into force on 1st October 2009 of the Housing Code was first registered mutual society of apartment owners in residential buildings. Residential buildings in Azerbaijan during the Soviet period , were operated by the housing and operational areas at the local executive power.
The Ministry of Economy and Industry told Turan, that residents of three buildings on the streets of S.S. Akhundov and I. Dadashov merged into a nonprofit society Binegedi -1, which was subjected to official state registration. Document presented for registration of another new building on the street G. Zerdabi 89A .
In addition, at the general meeting of residents of the buildings along the street S. Rahman , 45 , it was agreed to transfer to the other party building management in order to ensure its preservation , development and management.
Currently, work is underway on the use of new forms of management of the housing stock in another 21 apartment buildings located in the districts Binegedi, Yasamal, Sabail and Narimanov districts .
With the financial support of the European Union , a project to reform the housing sector in Azerbaijan is conducted.
According to the Housing Code, the governing body of the apartment building is the general meeting of residents. They also determine the service charge for the conservation and arrangement of buildings .
The government invests huge sums from the state budget for the resettlement of facades and roofs of apartment buildings. Boards are installed for servicing residential buildings depending on the size of the apartment , the size of which is symbolic (0.02 manats per 1 m2). Citizens do not show specific initiatives to take on themselves the burden of management of the building , possibly because of high material costs.
Under the law, work to encourage citizens to join the societies of the sort should be implemented by municipalities. However, municipalities in Azerbaijan do not have sufficient institutional and financial framework for the implementation of this major reform of housing management . Therefore , the work is coordinated by the Ministry of Economy and Industry. 08B
